Interim President of Romania, Ilie Bolojan, delivered an important message on Wednesday during the launch of the study „The Impact of the Minimum Tax on Turnover on the Economy: Sectoral Analysis,” emphasizing that our country has the capability to modernize its tax system. This system should support sustainable economic development and ensure efficient revenue collection for the state budget.
Dialogue and Analysis Before Fiscal Reforms
Bolojan warned that no fiscal measures should be implemented without real dialogue between authorities and the business environment.
Robust expertise and impact analysis are essential to avoid measures that could negatively affect the economy.
The launch event for the study conducted by The Tax Institute took place at the Aula of the Central University Library „Carol I” in Bucharest, with the president’s message being presented by Dragoș Anastasiu, honorary advisor for relations with the business community.
Taxation is Not Just Technical but Also a Matter of Trust
In his message, Ilie Bolojan highlighted that an effective tax system is not merely about numbers and technicalities; it requires trust, transparency, and long-term strategy.

The introduction of a minimum tax on turnover must be carefully analyzed to avoid risks to economic competitiveness.
Every fiscal decision must be preceded by a detailed impact analysis to not hinder development and investments.
Tax Evasion – A Bigger Problem Than the Absence of a Minimum Tax
According to the presented study, Romania could collect one billion euros annually from the minimum tax on turnover.

Romania ranks first in the EU for VAT losses, with a deficit of 36.7%, compared to just 0.2% in the Netherlands.
